U.S. District Judge Rita Lin permanently blocked the administration from enforcing rules that aimed to prevent federal agencies and contractors from using Anthropic's AI technology, Claude. This decision marks a significant victory for Anthropic in its legal dispute with the government.

The core of the conflict stemmed from Anthropic's insistence on restricting the military's use of its AI models, specifically prohibiting their deployment for mass surveillance or fully autonomous weapons. The Trump administration and Defense Secretary Pete Hegseth responded by accusing Anthropic of endangering national security and imposed the "supply chain risk" label, a designation typically reserved for foreign adversaries. Judge Lin determined that these actions constituted unlawful retaliation for Anthropic's constitutionally protected speech and violated the company's due process rights. She concluded that the government's measures were intended to "make a public example" of Anthropic for criticizing the administration, rather than being based on legitimate security concerns.

Anthropic had argued that the "supply chain risk" label was baseless and could cause billions of dollars in lost business and reputational damage. While the ruling prevents the government from enforcing the ban and designation, it does not obligate federal agencies to use Anthropic's technology. The government is anticipated to appeal this decision, and a separate, overlapping legal challenge is still ongoing in Washington D.C.
