Immigrant dies in New Jersey ICE custody as Ceuta border rush exposes populist views

A significant surge of migrants into Spain's North African enclave of Ceuta in May 2021 highlighted profound divisions within the European Union regarding migration policy. Thousands of individuals, including many minors, crossed from Morocco into Ceuta, often by swimming, after Moroccan border controls were reportedly relaxed amidst a diplomatic dispute with Spain. This influx created a humanitarian challenge for Spanish authorities, though many migrants were subsequently returned to Morocco within days.

The crisis exposed a lack of consensus within the EU, with some member states expressing solidarity while others called for more restrictive measures. Spain's Prime Minister criticized the "selfish, polarizing and unlawful reaction" of some European partners, as countries like Italy, Finland, the Netherlands, Denmark, the Czech Republic, and Sweden advocated for tougher border controls and even suggested suspending the Schengen Agreement for Spain. Discussions ensued regarding the need for stronger external borders and improved early warning systems to manage future migration flows.

Furthermore, the Ceuta crisis provided fertile ground for the amplification of populist sentiments across Europe. Far-right politicians seized upon the events to push anti-immigrant narratives, portraying migrants as a threat and using the situation to scapegoat for domestic issues and economic dissatisfaction. In Spain, the radical-right party Vox employed "hyperbolic populist discourses" to generate a sense of moral panic, depicting those crossing the border as "strangers who do not belong".
