US Alleges Dozens of Countries Helped China Dodge Trump-Era Tariffs

The United States government has accused dozens of countries of actively participating in a widespread scheme to help China circumvent tariffs imposed during the Trump administration. A recent White House report, titled "The Great Transshipment Scam," alleges that Chinese exporters have established a global network to disguise the origin of goods destined for the U.S., thereby avoiding higher import duties. This practice, described as a "shadow transshipment network," reportedly intensified after the initial tariffs were introduced in 2018.

The alleged circumvention involves Chinese products being routed through more than 40 intermediate countries, where they are relabeled, repackaged, or minimally processed to appear as if they originated from these third nations. Countries implicated in the report include key U.S. allies and trading partners such as Mexico, Canada, the European Union, India, Japan, and South Korea, among others. The administration estimates that this scheme costs the U.S. approximately $19 billion to $26 billion annually in lost tariff revenue, with some figures suggesting up to $303 billion worth of goods could be moving through these channels each year.

In response to these allegations, the U.S. government plans to bolster enforcement efforts, including the implementation of an AI-powered "Detective Border" system designed to identify suspicious trade flows. This initiative aims to tighten importer-eligibility rules, increase audits, and impose stricter penalties, with the potential for additional duties on goods found to have been illicitly transshipped. White House officials have emphasized that this issue impacts American manufacturing jobs, while China has countered that "trade wars have no winners" and expressed opposition to U.S. tariff measures.
