Spain to establish border controls on travelers from Italy amid migration dispute

Spain has announced it will implement border controls on travelers arriving from Italy, escalating a dispute that emerged from a recent surge of migrants into the Spanish enclave of Ceuta. This decision, effective from midnight on Saturday, August 8, until September 7, comes after Spain issued an ultimatum to Italy to lift its own recently imposed border checks on arrivals from Spain. Spain described Italy's initial measures as "unjustified" and "discriminatory" against its citizens and European Union interests.

Italy had partially suspended the EU's Schengen agreement for travelers from Spain, citing concerns that migrants who had entered Ceuta from Morocco at the end of July might travel onward to Italy. However, Spain countered that most of the approximately 72,000 migrants who crossed into Ceuta had already returned to Morocco and were unable to access the broader Schengen area. Italy, under Prime Minister Giorgia Meloni, rejected Spain's ultimatum, stating it would not accept "impositions" and would maintain its controls at least until August 15, also citing warnings of a potential new influx into Ceuta.

The diplomatic disagreement underscores a deeper policy division between the two European allies regarding migration. Spanish Prime Minister Pedro Sanchez generally advocates a more liberal approach to migration, while Italy's Meloni has championed tighter immigration controls. The tit-for-tat border measures signify a notable downturn in relations between Madrid and Rome over the complex issue of managing irregular migration flows.
