Ukraine offers deal to Russia to halt attacks on ships as grain becomes world problem

Ukraine has reportedly extended an offer to Russia for a mutual cessation of attacks on civilian vessels in the Black Sea, a move aimed at restoring critical grain exports amid escalating global food supply concerns. The proposal, conveyed through a third party, seeks to revive a vital maritime corridor that has been severely disrupted by intensified strikes from both sides. Russia has yet to issue a public response to Ukraine's proposition.

This diplomatic overture follows weeks of increased targeting of ships and port infrastructure by both nations. Ukraine has used drones to strike numerous vessels, leading Russia to suspend some shipping operations. Concurrently, Russia has intensified its attacks on Ukraine's southern ports, significantly impeding the country's agricultural exports, which have seen a sharp decline this month.

The current situation echoes a previous Black Sea Grain Initiative, brokered by Turkey and the United Nations, which facilitated Ukrainian grain shipments from July 2022 to July 2023 before Russia withdrew, citing concerns over its own agricultural exports. Ukraine's latest offer, made as its harvest season begins and port activity remains largely halted, underscores the urgent need to stabilize the flow of food products to international markets.
