The US wants the world to pick a side on AI, but China’s pitch may be more compelling
The US is pushing nations to align with its vision for AI development, but China's approach is proving more attractive to many countries, leading to a new communication channel between the two powers.

The United States and China are intensely competing for global influence in artificial intelligence (AI) development, with each nation advocating distinct approaches. The U.S. aims to align countries with its vision by promoting its advanced AI technology stack, including hardware and models, through initiatives like Pax Silica, launched in December 2025 to secure supply chains. This strategy involves offering financial and technical support, particularly to regions like Southeast Asia, while restricting China's access to advanced American chips to maintain its lead in frontier AI models and computing power.
However, China's strategy, which emphasizes a broader digital ecosystem, affordable open-source AI models, and capacity building, is proving compelling for many nations, especially those in the Global South. In July 2026, China established the World Artificial Intelligence Cooperation Organization (WAICO) with 29 founding members, focusing on multilateral collaboration, AI safety, and sustainable development. China also offers AI training opportunities and has pledged to deploy its meteorological AI system in numerous developing countries, positioning itself as an alternative for AI governance.
Despite the rivalry, both powers have recognized the need to manage the risks associated with rapidly advancing AI. During Chinese President Xi Jinping's visit to the U.S. in late September 2026, both nations agreed to establish a "Super Intelligence (SI) Dialogue" and a communication channel for AI-related incidents. This new channel aims to facilitate exchanges on the risks and benefits of AI, with further discussions anticipated in November, signaling a willingness to find common ground amidst their strategic competition.
